The path to resolution of a 20-month legal dispute between the city of Surprise and the Surprise Center Development Corporation began with a drain.
It’s not quite that simple but Surprise is adding two lanes on Greenway Road from Litchfield Road to Bullard Avenue — the southern boundary of its city center. SCDC owns the land and the city approached it about
acquiring a 60-foot strip of the Greenway right of way for a drainage facility.
