Arizona Department of Transportation officials said they will deliver the Loop 202 South Mountain Freeway three years sooner and at a cost savings topping $100 million by taking “an innovative approach to selecting the team to design, build and maintain the highway.”
Gov. Doug Ducey praised the approach.
